The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.

THE GENERAL PURPOSE OF THE POSITION:

The Project Manager (PM) is in charge of the implementation and supervision of the activities of the project ensuring timely and qualitative planning, implementation, reporting and monitoring/evaluation of project activities in compliance with sector-specific SOPs and guidelines, Sphere standards and good practices, code of conduct and ethical values chart.

The PM is responsible for efficient financial management for the project in compliance with the FMF model and donor regulations, in addition to full oversight of the HR and logistics arrangement in cooperation with relevant departments.

DUTIES AND RESPONSIBILITIES:

  • Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
  • Guarantee efficient financial management for the project in compliance with FMF’s model and donor regulations.
  • Manage the implementation of the project by the proposal, donor agreement, and FMF’s policies and guidelines. Ensure projects are implemented to a high quality, on time, and against agreed work plans, achieving desired results ensuring accurate delivery of the definition of project scope and objectives to all project staff, and ensuring technical feasibility.
  • Ensure resource availability and allocation for smooth and timely implementation of activities within budget and scope.
  • Undertake responsibility to motivate and lead a diverse and high number of project staff. Develop comprehensive project plans to be shared with all project staff and appropriate monitoring tools and strategy to monitor the progress and quality and impact of the project and its implementation.
  • Perform risk management to minimize project risks and proactively create urgent solutions and contingency plans for problems that may affect the progress of work. Keep project staff committed, motivated, and productive through the duration of the project.
  • Ensure activities implementation:
  • Project kick-off and presentation/sharing of the project with teams;
  • Review and prepare a detailed activity plan with the team;
  • Agree and establish clear reporting and communication lines;
  • Prepare regular project monitoring and provide updates (FMF & donor);
  • Ensure sector SOPs and guidelines are properly applied and adhered to;
  • Permanent on-job coaching of teams to work on quality in delivery;
  • Guide the team on Data Collection, Management and analysis, especially regarding Protection Monitoring; in close cooperation with the MEAL department and Health Team Leader

Financial management and procurement:

  • Prepare, monitor and implement monthly financial and procurement plans;
  • Prepare weekly/monthly liquidity plan;
  • Approval of all purchases/contracting and budget line allocations;
  • Verify every week the book-keeping entries in the FMF accounting spreadsheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remaining project implementation period;
  • Manage team and provide relevant capacity building and on-job coaching to the project team:
  • Manages and evaluates the performance of the project staff;
  • Conduct regular meetings with the team to review the planning and discuss the main concerns to focus on for the upcoming period;
  • Ensure the use of correct/relevant forms for assessments and reporting by the team;
  • Ensure fluent chain of information/data transfer from field to PM Assistant and Reporting Officer;
  • Ensure timely processing of information/data by the Reporting Officer and conduct coaching for teams on the analysis of the processed data;
  • Continuous/fast verification of data quality collected and received from field staff and processed by Reporting Officer;
  • Establish a participatory process to inform/develop relevant response strategies for conflict mitigation and enhanced social cohesion;
  • Ensure good practice and system for internal and external referral of most vulnerable cases, in close coordination and collaboration with the protection coordinator.

Monitoring & evaluation:

  • Ensure periodical monitoring and verification exercises on the targeted beneficiaries for cash transfer programming; Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project.

Reporting:

  • Ensure quality reporting on achievements through daily short briefings, and monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  • Deliver monthly timely, complete and qualitative comprehensive project reporting (PAT – project appraisal tool) to the Health Team Lead
  • Prepare ad hoc progress reporting for the donor and official required interim and final project reports.
  • Holds final responsibility for all support documents (means of verification) and general project documents.
  • Delivers regular communication products on the project to be used by the FMF communication department in different outlets.

REQUIRED QUALIFICATIONS:

Education:

Hold an advanced degree in Public Health, International Development or Business Administration

Professional Experience:

  • Minimum 6 years relevant working experience in managing Multisector humanitarian projects (Health, WASH, Protection) management with INGO, including direct financial management of project budget
  • Professional Requirements
  • Good knowledge of MS Office (Word, Excel, Outlook) and ODK/KOBO or other similar software
  • Demonstrate Experience in protection monitoring and/or human rights promotion
  • Demonstrated experience in staff supervision and remote management
  • Strong experience with monitoring tools and systems
  • Experience in conflict resolution and social cohesion programming is an asset
  • Prior experience in project management funded by FCDO/YHF is an asset
  • Languages: Excellent written and spoken English
