Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. 1. Background

FMF In collaboration with JSI Implementing the SHAY project In Taiz governorate, this project aims to improve maternal and newborn health (MNCH) outcomes in Yemen consort. This includes strengthening the referral system for emergency MNCH cases, building the capacity of health workers on essential practices like IMCI, Referral and EMOC, and IPC, and ensuring smooth coordination with referral hospitals for timely payments.

2. Objectives

The Referral Officer will play a crucial role in achieving the following objectives:

Strengthen the referral system:

  • Establish and maintain effective referral pathways for emergency MNCH cases in Alshamayteen, Almaafer, Almawasit, and Jabel Habashi districts of Taiz town.
  • Ensure timely identification and referral of pregnant women and newborns with complications.
  • Develop and implement referral protocols and guidelines for health workers at all levels.
  • Build capacity of health workers:
  • Conduct trainings and workshops for health workers on IMCI, Referral and EMOC, IPC, and other relevant MNCH topics.
  • Provide on-the-job mentoring and support to health workers on case management and referral procedures.
  • Assist health facilities in developing and implementing quality improvement plans for MNCH services.

Coordinate with referral hospitals:

  • Maintain regular communication with referral hospitals to ensure they are prepared to receive referred cases.
  • Advocate for and facilitate timely payment of referral costs by the project or relevant authorities.
  • Monitor the quality of care provided at referral hospitals for referred cases.

3. Responsibilities

  • Conduct needs assessments to identify gaps and challenges in the referral system within the assigned districts.
  • Develop and update referral protocols and guidelines in collaboration with project staff and health facilities.
  • Organize and conduct trainings and workshops for health workers on IMCI, Referral and EMOC, IPC, and other relevant MNCH topics.
  • Provide on-the-job mentoring and support to health workers on case management and referral procedures.
  • Assist health facilities in developing and implementing quality improvement plans for MNCH services.
  • Maintain regular communication with health facilities and referral hospitals to ensure smooth case referrals and follow-up.
  • Advocate for and facilitate timely payment of referral costs by the project or relevant authorities.
  • Monitor the quality of care provided at referral hospitals for referred cases and report any issues to the project supervisor.
  • Collect and analyze data on referrals, training, and other relevant activities.
  • Prepare regular reports on referral activities and achievements.
  • Participate in project meetings and other relevant activities.

4. Qualifications and Skills

  • Medical Qualifications (Community Health or Medicine ONLY)
  • Minimum of 2 years of experience working in maternal and child health in Yemen, work experience in Taiz governorate and understanding the context of Taiz is an advantage 
  • Proven experience in conducting training and providing technical assistance to health workers.
  • Excellent communication and interpersonal skills.
  • Strong analytical and problem-solving skills.
  • Fluency in Arabic and English is required.
  • Experience working in conflict-affected settings is desirable.
  • Proficiency in computer applications (e.g., MS Office) is desirable.

5. Working Conditions

  • The position requires frequent travel within the assigned districts.
  • The work environment may be challenging due to the ongoing conflict in Yemen.
  • The successful candidate will be expected to work independently and as part of a team.

6. Start Date and Duration

The position is available immediately and the initial contract is for 12 months, with the possibility of extension based on performance and project needs.
