OVERALL PURPOSE OF THE POSITION

Reproductive Health Officer is responsible for coordinating and supporting the implementation of Sexual and Reproductive Health (SRH) activities across supported health facilities and communities. The role focuses on improving the quality of RH services, including BEmONC/CEmONC, family planning, youth-friendly services, and GBV integration, through field coordination, capacity building, supervision, and technical support to health staff. The officer contributes to monitoring and reporting, ensures timely availability of SRH commodities, and supports planning, budgeting, documentation, and coordination with MoPHP and partners.

MAIN DUTIES AND RESPONSIBILITIES:

1- Program Management and Implementation

  • Support the planning, coordination, and implementation of SRH project activities in accordance with approved work plans and donor requirements.
  • Oversee BEmONC and CEmONC service delivery across supported health facilities.
  • Supervise RH services at facilities, Youth-Friendly clinics, and community midwife teams to ensure quality, timeliness, and protocol adherence.
  • Integrate GBV case identification, referral pathways, and survivor-centered care into all RH programming.
  • Directly supervise community midwives to ensure quality, timeliness, and adherence to protocols.
  • Coordinate and follow up on MoPHP reproductive health activities, including MCH, family planning campaigns, and capacity-building activities.
  • Coordinate the procurement, stock management, and distribution of SRH commodities to ensure uninterrupted service delivery.

2- Technical Support and Capacity Building

  • Provide on-site technical guidance and supportive supervision to healthcare staff, including midwives and RH focal points.
  • Conduct training and capacity-building sessions for facility-level health workers and community midwifes on RH protocols, infection prevention, and quality improvement.
  • Disseminate and implement up-to-date reproductive health guidelines, tools, and job aids in line with global and national standards.
  • Support the integration of SRH services with other health and nutrition interventions where relevant.

3- Monitoring, Evaluation, and Reporting

  • Participate in data collection, validation, and analysis on SRH services, ensuring accurate and timely reporting.
  • Utilize monitoring tools and quality checklists to assess service delivery and identify performance gaps.
  • Contribute to the preparation of monthly, quarterly, and donor progress reports, highlighting achievements, challenges, and best practices.
  • Support in conducting regular field visits and assessments to inform program adaptations and improvements.

4- Administrative, Coordination, and Financial Responsibilities

  • Prepare and update detailed activity plans, Procurement plans, and budget forecasts in collaboration with the Project Manager.
  • Support administrative follow-up of procurement requests, supply orders, and payment requests related to SRH activities.
  • Maintain updated files of program documentation, training attendance, supervision reports, and correspondence.
  • Coordinate with the Ministry of Health and donor on all MoH-related activities, including developing and agreeing on detailed timelines and budgets.
  • Ensure all MoH-related activities are implemented according to the approved plans and resolve any operational or funding issues with relevant stakeholders.
  • Participate in coordination meetings with partners, government officials, and donors as requested.
  • Track SRH program expenditure and assist in reviewing budget utilization to ensure compliance with FMF and donor requirements.
  • Represent FMF in cluster meetings, technical working groups, and coordination forums as delegated.
  • Ensure project implementation adheres to FMF’s safeguarding and accountability policies.

5 – Other Duties

  • Support the RH Project Manager in proposal development and in designing new SRH interventions.
  • Contribute to knowledge sharing, lessons learned documentation, and success story development.
  • Perform any other duties assigned by the supervisor that are consistent with the overall purpose of the position.

REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS:

  • Female Medical Doctor degree with specialization in Obstetrics & Gynecology or a related medical field.
  • Minimum of 4 years of experience managing SRH or MCH programs in Yemen; previous experience with UNFPA-funded projects preferred.
  • Strong knowledge of reproductive health in humanitarian and development contexts, including CEmONC and BEmONC service delivery.
  • Proven ability in program coordination, budget monitoring, and donor reporting.
  • Excellent interpersonal, communication, and problem-solving skills.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
  • Fluency in both Arabic and English (spoken and written).
