BACKGROUND:
FMF is implementing an immunization demand generation project aiming to increase uptake of routine vaccination and reduce the number of zero-dose and under-immunized children in targeted districts. The project applies Social and Behavior Change Communication (SBCC) approaches to address social norms, misinformation, access barriers, and caregiver decision-making related to immunization. Key interventions include multimedia campaigns (radio programs and podcasts), advocacy with religious and academic leaders, community dialogues, peer-to-peer groups, community committees, and CHV-led house-to-house outreach, implemented in close coordination with MoPHP and local health authorities.
OVERALL PURPOSE OF THE POSITION
The SBCC Officer supports the planning, implementation, supervision, and monitoring of SBCC activities under the Gavi immunization project. The role focuses on ensuring high-quality, timely, and context-appropriate delivery of demand generation interventions that positively influence knowledge, attitudes, and care-seeking behaviors related to routine immunization, with particular attention to zero-dose and under-immunized children. The position provides technical leadership and close supervision to field SBCC staff and CHVs, ensuring high-quality implementation aligned with MoPHP/EPI strategies and donor guidance.
MAIN DUTIES AND RESPONSIBILITIES:
1. Planning and Coordination
- Develop detailed monthly and weekly SBCC workplans (multimedia campaigns, community dialogues, peer groups, campaigns, and CHV outreach) in collaboration with field teams and the MEAL unit.
- Contribute to overall project planning and budgeting to ensure SBCC activities, materials, and supervision are adequately resourced and well sequenced.
- Coordinate closely with FMF departments (MEAL, Logistics, Finance, HR, and Communications) to align SBCC activities with service delivery, monitoring, procurement, and visibility plans.
2. Technical Leadership and SBCC Material Development
- Support the development and regular updating of the demand generation plan using project indicators, zero-dose data, and community feedback on vaccination barriers.
- Develop, adapt, and pre-test SBCC materials (radio and podcast content, posters, leaflets, CHV talking points, and session guides) in line with MoPHP/EPI guidance and donor branding requirements.
- Ensure SBCC messages are culturally appropriate, gender- and age-sensitive, and tailored to key target groups, including caregivers, fathers, community and religious leaders, teachers, and adolescents.
3. Monitoring, Supervision, and Quality Assurance
- Monitor SBCC activities in targeted districts through review of weekly field reports, activity trackers, and media logs, and provide timely feedback to field teams.
- Conduct regular field visits to observe community dialogues, peer group sessions, CHV household visits, and campaigns, using supportive supervision checklists and on-the-job coaching.
- Check the completeness and consistency of SBCC data, ensuring alignment between activity reports, participant lists, and information shared with MEAL and health teams.
4. Capacity Building and Technical Support
- Organize and facilitate trainings and refresher sessions for Field SBCC Assistants, CHVs, community committees, and influencers on SBCC principles, interpersonal communication, rumor management, and vaccine messaging.
- Provide continuous mentoring to strengthen planning, facilitation, documentation, and reporting skills of field teams.
- Support the development and use of simple tools and job aids for CHVs and facilitators, such as session guides, supervision checklists, and key message cards.
5. Internal and External Coordination
- Represent the SBCC component in internal FMF coordination meetings, including weekly project meetings, grant review sessions, and relevant sector or technical meetings.
- Liaise with MoPHP/EPI, Governorate and District Health Offices, and consortium or partner organizations to align messaging, synchronize campaigns, share monitoring findings, and address implementation challenges.
- Coordinate with FMF’s Communications unit to document success stories, produce visibility materials, and support social media content in compliance with donor and FMF communication policies.
6. Reporting, Learning, and Accountability
- Compile and synthesize SBCC activity data and qualitative community feedback, in coordination with the MEAL team, for weekly, monthly, and donor reports.
- Document lessons learned, good practices, and behavior change stories related to immunization demand generation and share them with project and technical teams.

7. Safeguarding and code of conduct
- Adhere to FMF’s policies on safeguarding, protection from sexual exploitation and abuse, child protection, anti‑harassment and anti‑fraud, and promote these standards in all SBCC activities.
- Ensure that all interactions with beneficiaries respect dignity, confidentiality and the do no harm principle.
- Any other duties that may be assigned by the line manager.
REQUIRED QUALIFICATIONS, EXPERIENCE AND SKILLS:
- Bachelor’s degree in public health, social sciences, communications, health education, or a related field.
- 2–3 years of experience in SBCC or community engagement for health programs
- Experience in developing and adapting SBCC materials and implementing community-based activities.
- Previous coordination with MoPHP/EPI and NGOs/INGOs in Yemen is an advantage.
- Solid understanding of SBCC principles and community mobilization.
- Strong planning, organization, facilitation, and supportive supervision skills.
- Good reporting and analytical skills with proficiency in MS Word, Excel, and PowerPoint.
- Strong communication and coordination skills, ability to work effectively in multi-partner settings.
- Fluency in Arabic and English both written and speaking.
