Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and\/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.<\/p>\n<p class=\"wp-block-paragraph\"><strong><u>BACKGROUND:<\/u><\/strong><\/p>\n<p class=\"wp-block-paragraph\">FMF is implementing an integrated WFP-supported Targeted Emergency Food Assistance (TEFA) and Preventive Supplementary Feeding Programme (PSFP) intervention in seven high-priority districts in Taiz and Al Hodeidah governorates. The project targets 27,810 food-insecure households with TEFA and layers PSFP support for eligible children aged 6\u201323 months and pregnant and breastfeeding women and girls (PBWG) within TEFA-supported households. The intervention combines food assistance, preventive nutrition supplementation, community-based MUAC screening and referral, and Social and Behaviour Change Communication (SBCC) to help households meet immediate food and nutrition needs and prevent further nutritional deterioration.<\/p>\n<p class=\"wp-block-paragraph\">SBCC is a core component of the project and aims to improve knowledge and practices related to nutrition, maternal and infant and young child feeding (M-IYCF), maternal nutrition, appropriate use of specialized nutritious foods, antenatal and postnatal care, and water, sanitation and hygiene (WASH). Awareness activities will be delivered through trained Community Health and Nutrition Volunteers (CHNVs) during household screening visits and at Food Distribution Points (FDPs), using approved visual and interpersonal communication materials.<\/p>\n<p class=\"wp-block-paragraph\"><strong><u>Overall, Purpose of The Position<\/u><\/strong><\/p>\n<p class=\"wp-block-paragraph\">The SBCC Officer will provide technical leadership, planning, coordination, supervision, quality assurance, monitoring and reporting for the project\u2019s SBCC and community engagement component. The position will ensure that SBCC activities are implemented consistently across the seven targeted districts and are closely integrated with TEFA distributions, PSFP services, household-level MUAC screening, referral pathways and beneficiary communication. The Officer will supervise and mentor field teams and CHNVs to ensure accurate, culturally appropriate and practical nutrition messages are delivered in line with WFP guidance, national nutrition\/CMAM guidance and FMF standards.<\/p>\n<p class=\"wp-block-paragraph\"><strong><u>MAIN DUTIES AND RESPONSIBILITIES: <a><\/a><a><\/a><\/u><\/strong><\/p>\n<p class=\"wp-block-paragraph\"><strong>SBCC Planning and Integration:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Develop detailed monthly, cycle-based and weekly SBCC workplans aligned with TEFA\/PSFP distribution schedules, household screening plans and FDP activities.<\/li>\n<li class=\"\">Ensure SBCC activities are appropriately sequenced before and during each distribution cycle and integrated with MUAC screening, referrals, PSFP beneficiary communication and TEFA sensitization.<\/li>\n<li class=\"\">Contribute to project planning and budgeting for SBCC materials, CHNV activities, training, field supervision and community engagement.<\/li>\n<li class=\"\">Coordinate with Project, Nutrition, Food Security, MEAL, Logistics, Finance and Communications teams to ensure SBCC implementation is operationally feasible and linked to project targets.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Technical Leadership and SBCC Materials:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Develop, adapt, review and pre-test SBCC messages, session guides, brochures, leaflets, flipcharts, posters, key-message cards and audio messages in coordination with relevant technical teams and WFP as required.<\/li>\n<li class=\"\">Ensure messages cover the project\u2019s priority topics: appropriate use of Plumpy\u2019Doz and Super Cereal Plus\/WSB++, M-IYCF practices, maternal nutrition, antenatal and postnatal care, and WASH practices.<\/li>\n<li class=\"\">Ensure beneficiary communication includes clear information on the purpose and correct use of TEFA and PSFP assistance and reinforces that specialized nutritious foods are intended for eligible target groups.<\/li>\n<li class=\"\">Ensure messages are technically accurate, practical, culturally appropriate, gender-sensitive, accessible to low-literacy audiences, and consistent with national guidance and WFP requirements.<\/li>\n<li class=\"\">Support standardized CHNV talking points and session packages to promote consistent delivery across all targeted districts and FDPs.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>CHNV Capacity Building and Supportive Supervision:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Support orientation, training and refresher training of CHNVs on SBCC principles, interpersonal communication, M-IYCF, maternal nutrition, appropriate use of PSFP commodities, WASH, MUAC-related counselling, referral messaging, safeguarding and accountability.<\/li>\n<li class=\"\">Provide continuous mentoring and on-the-job coaching to CHNVs and field staff to strengthen facilitation, counselling, community mobilization, documentation and reporting skills.<\/li>\n<li class=\"\">Conduct regular field visits to observe household awareness sessions, MUAC screening-linked counselling and FDP sensitization sessions using standardized supportive supervision tools.<\/li>\n<li class=\"\">Identify performance gaps and coordinate corrective actions, refresher support and follow-up with district teams.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Community Engagement and Behaviour Change Activities:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Oversee structured SBCC sessions delivered by CHNVs during household-level screening and at FDPs throughout project cycles.<\/li>\n<li class=\"\">Promote caregiver understanding of optimal child feeding, maternal nutrition, hygiene practices, early identification of malnutrition and timely use of referral services.<\/li>\n<li class=\"\">Ensure community mobilization supports participation of eligible children aged 6\u201323 months and PBWG in PSFP and reduces barriers to accessing integrated TEFA\/PSFP services.<\/li>\n<li class=\"\">Engage community leaders, beneficiary representatives and other relevant local structures to reinforce key nutrition and hygiene messages and address misconceptions or barriers affecting programme participation.<\/li>\n<li class=\"\">Ensure communication approaches consider women\u2019s mobility, caregiving responsibilities, literacy levels, disability and other access constraints.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Monitoring, Data Quality and Performance Tracking:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Monitor implementation against SBCC indicators and targets, including households reached, caregivers participating, sessions conducted, materials distributed, caregiver knowledge and correct use of nutrition supplements.<\/li>\n<li class=\"\">Review CHNV activity records, attendance\/session documentation, field reports and supervision findings for completeness, consistency and quality before consolidation with the MEAL team.<\/li>\n<li class=\"\">Work with MEAL colleagues to monitor progress toward project targets of 27,810 households reached with nutrition SBCC, 55,000 caregivers participating, \u226570% improved M-IYCF knowledge and \u226580% correct use of nutrition supplements through surveys.<\/li>\n<li class=\"\">Use monitoring findings, community feedback and field observations to identify knowledge or practice gaps and adapt SBCC delivery accordingly.<\/li>\n<li class=\"\">Ensure SBCC data are disaggregated as required and traceable to implementation records.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Coordination and Representation:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Represent the SBCC component in internal project meetings and contribute to implementation reviews, distribution-cycle planning and problem-solving.<\/li>\n<li class=\"\">Coordinate with WFP, MoPHP, GHOs, DHOs, local authorities and relevant Food Security\/Nutrition coordination structures on technical messaging and community engagement as requested by the Project Manager.<\/li>\n<li class=\"\">Coordinate closely with nutrition and food security field teams so beneficiary messages are consistent across TEFA, PSFP, screening, referral and distribution activities.<\/li>\n<li class=\"\">Coordinate with FMF Communications staff on approved visibility products, success stories and field documentation while respecting consent, confidentiality and WFP visibility requirements.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Reporting, Learning and Accountability:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Compile and synthesize SBCC implementation data, supervision findings and qualitative community feedback for weekly, cycle-based, quarterly and final project reporting.<\/li>\n<li class=\"\">Document good practices, challenges, lessons learned and behaviour-change stories and propose practical improvements for subsequent distribution cycles.<\/li>\n<li class=\"\">Support beneficiary awareness of entitlements, programme purpose, distribution arrangements and WFP Complaint and Feedback Response Mechanism (CFRM), including official complaint channels.<\/li>\n<li class=\"\">Ensure community concerns related to SBCC, PSFP use or access barriers are documented and referred through appropriate project and accountability channels.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Safeguarding, Protection and Code of Conduct:<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Adhere to FMF policies on safeguarding, PSEA, child protection, anti-harassment, anti-fraud, confidentiality and data protection, and promote these standards among field teams and CHNVs.<\/li>\n<li class=\"\">Ensure all SBCC and community interactions respect dignity, inclusion, privacy, gender sensitivity and the Do No Harm principle.<\/li>\n<li class=\"\">Immediately report safeguarding, protection or misconduct concerns through established FMF procedures.<\/li>\n<li class=\"\">Perform any other related duties assigned by the line manager in support of effective TEFA\/PSFP implementation.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong><u>QUALIFICATIONS AND REQUIREMENTS:<\/u><\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Bachelor\u2019s degree in public health, nutrition, social sciences, health education, communications, behavioural sciences or a related field.<\/li>\n<li class=\"\">At least 2\u20133 years of relevant experience in SBCC, nutrition, community engagement or behaviour change programming, preferably in humanitarian settings.<\/li>\n<li class=\"\">Experience in nutrition programming, M-IYCF, CMAM\/community screening, PSFP\/SFP or food assistance programmes is strongly preferred.<\/li>\n<li class=\"\">Experience working with CHVs\/CHNVs and conducting training, mentoring and supportive supervision.<\/li>\n<li class=\"\">Experience developing or adapting SBCC materials and delivering community-based awareness activities.<\/li>\n<li class=\"\">Solid understanding of SBCC principles, community mobilization, interpersonal communication, gender-sensitive programming, safeguarding and accountability to affected populations.<\/li>\n<li class=\"\">Strong planning, facilitation, coordination, analytical, reporting and field supervision skills.<\/li>\n<li class=\"\">Proficiency in MS Word, Excel and PowerPoint.<\/li>\n<li class=\"\">Fluency in Arabic and good working proficiency in English, written and spoken.<\/li>\n<li class=\"\">Ability and willingness to travel regularly to targeted districts
