Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and\/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.<\/p>\n<p class=\"wp-block-paragraph\"><strong><u>POSITION SUMMARY:<\/u><\/strong><\/p>\n<p class=\"wp-block-paragraph\">The Project Officer will coordinate and oversee the effective delivery of FuTuRe project activities, ensuring that interventions are selected, planned and implemented in response to verified context and community needs. The position will lead participatory assessments, beneficiary and site-selection processes, field-level planning, resource coordination, implementation monitoring, community engagement and reporting. Working closely with the Project Manager, technical specialists, MEAL team, support departments, local authorities, WFP and community structures, the Project Officer will ensure timely, inclusive, environmentally and socially responsible delivery in accordance with approved plans, FMF and WFP requirements, safeguarding standards and quality controls.<\/p>\n<p class=\"wp-block-paragraph\"><strong><u>MAIN DUTIES AND RESPONSIBILITIES:<\/u><\/strong><\/p>\n<p class=\"wp-block-paragraph\"><strong>Context assessment, intervention identification and planning<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Review the approved project proposal, budget, logframe, Indicator Performance Tracking Table (IPTT), technical studies, designs, implementation schedule and relevant FMF\/WFP requirements; identify assumptions, information gaps, operational constraints and material risks.<\/li>\n<li class=\"\">Lead participatory context, household, community, market and site assessments with the MEAL team and relevant technical specialists; document priority needs, vulnerabilities, existing capacities, seasonal conditions, access constraints and stakeholder perspectives.<\/li>\n<li class=\"\">Identify and compare appropriate intervention options using documented criteria that consider relevance to the local context and community priorities, technical feasibility, cost-effectiveness, available resources, implementation time, environmental and social risks, climate resilience, conflict sensitivity, gender and disability inclusion, and long-term operation and maintenance requirements.<\/li>\n<li class=\"\">Facilitate inclusive consultations with local authorities, community committees, women, youth, persons with disabilities and other vulnerable groups so that proposed interventions reflect diverse needs and do not create exclusion, conflict or unintended harm.<\/li>\n<li class=\"\">Coordinate feasibility review and environmental and social screening with the Project Engineer, Agronomist, MEAL team and responsible authorities, including verification of land or access arrangements, natural-resource implications, occupational safety, protection risks and community acceptance.<\/li>\n<li class=\"\">Prepare a transparent intervention-prioritization and recommendation report that presents the options assessed, selection rationale, proposed locations and participants, expected results, required technical studies, key risks and mitigation measures for approval by the Project Manager.<\/li>\n<li class=\"\">Prepare an inception action plan and a clear monthly workplan specifying activities, tasks, responsibilities, expected outputs, procurement needs and deadlines; update plans regularly and proactively flag delays, emerging risks and decisions required from the Project Manager.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Community mobilization, targeting and accountability<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Sensitize local authorities and communities to project objectives, activities, eligibility and selection criteria, participant entitlements, implementation timelines, safeguarding commitments and available feedback channels.<\/li>\n<li class=\"\">Develop or review beneficiary, site and community-selection criteria with the Project Manager, MEAL team, relevant authorities and community representatives; ensure that approved project and vulnerability criteria are consistently applied, documented and communicated.<\/li>\n<li class=\"\">Organize participatory and inclusive community meetings, consultations and workshops, ensuring appropriate representation of women, persons with disabilities, vulnerable households and relevant community structures.<\/li>\n<li class=\"\">Maintain regular contact with communities and local authorities to support transparency, timely information sharing, participation and community ownership throughout the project cycle.<\/li>\n<li class=\"\">Verify that community and participant-selection processes are free from discrimination, duplication, favoritism and access barriers, and that attendance records, selection evidence and other required Means of Verification are complete and auditable.<\/li>\n<li class=\"\">Facilitate resolution of non-sensitive implementation disputes where appropriate and refer complaints, protection concerns and sensitive safeguarding or PSEA cases through FMF\u2019s authorized complaints and referral mechanisms without conducting unauthorized investigations.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Technical coordination, design and procurement support<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Coordinate with the Project Engineer, Agronomist and other specialists on initial site assessments, feasibility studies, technical designs, specifications, Bills of Quantities (BoQs), cost estimates, drawings, implementation methods and work schedules for selected interventions.<\/li>\n<li class=\"\">Cross-check technical studies and project documents prepared by consultants or technical staff against approved objectives, field conditions, community requirements and environmental and social mitigation measures; document observations and recommend practical improvements for specialist validation.<\/li>\n<li class=\"\">Translate approved interventions into coordinated activity packages, resource plans and procurement schedules, ensuring that technical requirements, community participation, seasonal considerations and implementation dependencies are clearly reflected.<\/li>\n<li class=\"\">Prepare and submit timely Finance Requests and Purchase Requisitions for assigned activities; coordinate requirements in advance with Finance, Procurement and Logistics; upload complete supporting documents; and follow up to resolve gaps and avoid bottlenecks.<\/li>\n<li class=\"\">Participate in procurement clarifications, bid evaluations, sample reviews and delivery inspections when assigned, in coordination with the responsible technical specialists; maintain complete records and ensure that acceptance decisions are properly authorized and documented.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Field <\/strong><strong>implementation<\/strong><strong>, distributions and quality assurance<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Coordinate field activities with project staff and technical specialists within the approved timeline, budget and available resources, ensuring clear task allocation and timely follow-up of agreed actions.<\/li>\n<li class=\"\">Conduct regular field visits to monitor implementation, timelines, participation, safety and quality, and submit a concise visit report to the Project Manager by the following working day documenting findings, constraints, corrective actions and responsible persons.<\/li>\n<li class=\"\">Monitor FFA\/FFT and related resilience and livelihood activities against approved plans, technical requirements and participant work norms; promptly identify deviations and follow up corrective measures with the relevant staff or specialist.<\/li>\n<li class=\"\">Coordinate timely, safe and transparent distributions of conditional cash, small grants, agricultural inputs and livelihood inputs; verify approved participant lists, entitlements, quantities, supporting documents and receipt, and promptly address access barriers or discrepancies.<\/li>\n<li class=\"\">Monitor contractors, suppliers and field teams against agreed deliverables and quality requirements; ensure that non-compliant works, materials or inputs are documented, rejected or corrected through the authorized technical and contractual process.<\/li>\n<li class=\"\">Support the planning and delivery of beneficiary training sessions and workshops with technical specialists, and ensure that attendance sheets, materials, pre\/post assessments, photographs and other required documentation are complete.<\/li>\n<li class=\"\">Coordinate development of operation, maintenance and handover arrangements with responsible authorities, community committees and user groups, ensuring that roles, schedules, training, asset records and outstanding actions are documented before closure.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Environmental<\/strong><strong>, social, safeguarding and risk management<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Ensure that environmental and social screening findings and mitigation measures are incorporated into intervention selection, workplans, procurement documents, community agreements, implementation supervision and handover arrangements.<\/li>\n<li class=\"\">Integrate do-no-harm, conflict sensitivity, gender equality, disability inclusion, child protection, accountability and the safety of staff and community members into project decisions and field activities.<\/li>\n<li class=\"\">Promote responsible use of land, water and other natural resources; safe material handling, waste management and occupational practices; and avoidance of actions that could cause pollution, resource depletion, biodiversity damage, unsafe access or community tension.<\/li>\n<li class=\"\">Maintain and periodically update field-level risk and mitigation actions, monitor compliance during site visits, stop or escalate activities presenting serious environmental, social, protection or safety risks, and follow up agreed corrective measures.<\/li>\n<li class=\"\">Adhere at all times to FMF\u2019s Code of Conduct, safeguarding and Protection from Sexual Exploitation and Abuse (PSEA) requirements; complete mandatory training and immediately refer concerns through authorized confidential reporting channels.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Monitoring<\/strong><strong>, learning and reporting<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Work with the MEAL team to confirm indicators, baselines, targets, data sources, verification requirements and monitoring tools for project quality, Post-Distribution Monitoring (PDM) and IPTT reporting.<\/li>\n<li class=\"\">Monitor and support consistent and timely collection and entry of weekly and monthly indicator and activity data into KoBo, including attendance sheets, distribution lists, asset profiles, field observations and participant feedback.<\/li>\n<li class=\"\">Compile and archive complete, organized and auditable Means of Verification (MoVs) each month; cross-check KoBo entries against the corresponding MoVs and promptly correct inconsistencies with the responsible team members.<\/li>\n<li class=\"\">Track progress against approved workplans, budgets, outputs and indicators; analyze variances, challenges, feedback and emerging risks; and agree practical corrective actions with the Project Manager and relevant departments.<\/li>\n<li class=\"\">Conduct regular feedback sessions with the MEAL team, implement quality-visit recommendations and respond promptly to Field Monitoring Visit Reports in the FMF MEAL SharePoint system.<\/li>\n<li class=\"\">Submit a concise weekly update every Thursday and comprehensive monthly progress and IPTT reports in English, explaining achievements, variances, challenges, actions required, lessons learned and priorities for the next period.<\/li>\n<li class=\"\">Contribute accurate and timely content to FMF and WFP interim and final narrative reports, presentations, case studies, donor visits, evaluations and audits, and support updates to the Project Management Tracker (PMT) and Budget versus Actual (BvA) when requested.<\/li>\n<li class=\"\">Document lessons learned, good practices and recommendations for improving implementation quality, sustainability and future resilience programming.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><strong>Coordination, communication and project closure<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Coordinate day-to-day work with the Project Manager, FSL Program Team Leader, Project Engineer, Agronomist, MEAL team, Finance, Procurement\/Logistics, Fleet, Safety and Security, field staff and other relevant FMF departments.<\/li>\n<li class=\"\">Maintain constructive coordination with WFP, government ministries, local authorities, community leaders, committees, volunteer groups, suppliers and other authorized stakeholders to support compliance, access and timely implementation.<\/li>\n<li class=\"\">Support integration and information sharing with other FMF food security and livelihoods projects, avoiding duplication and promoting consistent approaches and referral pathways.<\/li>\n<li class=\"\">Participate actively in Field Office, inter-departmental and donor meetings when requested by the Project Manager; provide accurate updates and follow up agreed actions within specified deadlines.<\/li>\n<li class=\"\">Promptly acknowledge official tasks and communications from the Project Manager, WFP, donors and authorized stakeholders, and provide timely, complete and professional responses.<\/li>\n<li class=\"\">Prepare project-closure and handover packages covering final participant and activity records, technical and asset documents, training and MoVs, community or authority responsibilities, outstanding risks and follow-up actions.<\/li>\n<li class=\"\">Maintain complete and auditable project records, safeguard assigned assets and custodial items, and perform other project-related duties reasonably assigned by the Project Manager in line with the position\u2019s scope and FuTuRe objectives.<\/li>\n<\/ul>\n<p class=\"wp-block-paragraph\"><a><strong><u><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-black-color\">QUALIFICATIONS AND REQUIREMENTS:<\/mark><\/u><\/strong><\/a><\/p>\n<ul class=\"wp-block-list\">\n<li class=\"\">Bachelor\u2019s degree in Civil Engineering, Agriculture, Development Studies, Project Management or another discipline relevant to resilience and livelihoods programming. A relevant postgraduate qualification is an advantage.<\/li>\n<li class=\"\">At least two years of relevant professional experience in humanitarian or development project implementation, preferably including FFA\/FFT, cash-for-work, community assets or livelihood interventions with INGOs or NGOs.<\/li>\n<li class=\"\">Demonstrated experience in participatory needs and context assessments, community mobilization, beneficiary targeting, site selection and evidence-based intervention identification and prioritization.<\/li>\n<li class=\"\">Experience coordinating field implementation, technical studies or designs, procurement and financial processes, distributions, contractors or suppliers, and operation and maintenance or handover arrangements.<\/li>\n<li class=\"\">Practical understanding of environmental and social risk screening, safeguarding, conflict sensitivity, gender and disability inclusion, accountability and do-no-harm principles.<\/li>\n<li class=\"\">Experience with project monitoring and reporting, including KoBo, MoVs, IPTT tracking, data-quality checks and preparation of clear narrative and progress reports.<\/li>\n<li class=\"\">Fluency in Arabic and working proficiency in English, with strong report-writing and communication skills; good command of Microsoft Office, especially Word, Excel and PowerPoint.
