Background

In order to provide more efficient and effective project assistance around FMF-mandated development priority, the FMF Aden Country Office, under priority 3 of the FMF Strategic Plan, will implement a Stay Safe Mama (SSM) project supported by the UNFPA that aim to reducing maternal and neonatal morbidity and mortality by provision of life saving reproductive health services to women focusing on pregnant women at targeted areas. The project outcome is to provide maternal health services at all levels of selected districts supported and able to provide a package of complimentary  RH services.

Organizational Setting

Under the direct supervision of the FMF Executive Director and Porgrams and Projects Manager, the Coordinator is responsible for the coordination of the planning, implementation, monitoring and evaluation of the SSM Project in targeted districts of Aden, Abyan, Shabwa and Taiz governorates. By providing day-to-day support to the field-based Focal Points, s/he will act as the main liaison between field Focal Points and the head office in Aden. The incumbent will operate as an integral part of the FMF team, and will be based in the FMF Aden head office.

Duties and Responsibilities

Coordination and technical guidance of field-level SSM interventions

  • Ensures effective coordination of the field-level SSM interventions managed by field-based RH Focal Points at the level of health facility in 4 governorates as per district plans in accordance with FMF rules and regulations.
  • Provides overall guidance to the field Focal Points for facilitating provision of emergency RH kits and life-saving emergency obstetric care medicines and equipment to health facilities providing basic and comprehensive emergency obstetric and neonatal care services.
  • Coordinates with her/his colleagues in the RH team to support maternity units in health facilities at targeted districts with qualified staff to provide maternal lifesaving services.
  • Provide training for RH staff to improve capacities of health providers in MISP for RH.
  • Ensure the quality of healthcare services provided to all supported health facilities.
  • Support referral between community midwives, health centers, and district hospitals from one side and inter district hospitals in the other side offering comprehensive obstetric and neonatal care services.
  • Ensure establishment of SSM project information system referral network.

Monitoring, Evaluation, and Reporting

  • Undertakes field visits to monitor programmes, participate in periodic programme reviews with government counterparts and other partners, and advise field-based RH Focal Points on required corrective actions.
  • Ensures effective monitoring of supply, financial, technical and other assistance managed by the field focal points in consultation with the Programs and Projects Manager. Ensures timely reporting by the field focal points.
  • With the support of the Country Office, monitors and reports on field implementation to assess progress to ensure achievement of objectives. Based on analysis, provides observation and technical/programmatic advice to accelerate the progress and to promote integration of the RH programmes in the field.

Liaison between field focal points and head office​​​​​​​

  • Ensures that two-way feedback system between field focal points and head office is instituted for FMF Head Office. This will include:
    • Regular communication and information flow between the field and head office.
    • Integration of planning, implementation, and monitoring process.
    • Systematic identification of the lessons learned and best practices in the field.
    • Timely application of the relevant policy decisions in the field implementation.

Job requirements

Academic requirements

  • Advanced degree in public health, medicine, and or other related health science field.

Experience

  • 3+ years of professional experience preferably in programme/project management in public or private sector.
  • Practical and proven experience in health programming with strong programme management background.
  • Field experience is strongly desired.
  • Demonstrated experience in coordination and liaison with government counterparts and other stakeholders, including NGOs and communities, is a big advantage.

Job knowledge

  • Solid knowledge on health systems and sexual reproductive health and rights, particularly in the context of Yemen.
  • Excellent understanding of human rights based approach and results based management.
  • Strong communication and writing skills in English and Arabic.
  • Initiative, strong conceptual and analytical abilities, sound judgment, liaison skills, negotiation skills, administrative and management skills, organizational skills, and interpersonal skills.

Languages

Fluency in oral and written English and Arabic.

Proficiency in Microsoft Office applications.
